Maryland Department of State Police, Licensing Division
(MDSPLD) requirement for the HQL Virtual Classroom
requires ALL STUDENTS MUST USE A DESKTOP COMPUTER
OR LAPTOP WITH A FRONT FACING CAMERA AND MICROPHONE. If two
people are taking the HQL course together, please be in separate
rooms, and each person must have his/her own device,
AND using your cell phone for this training is

THE ENTIRE CLASS.***

from 5:00 P.M. - 10:00 P.M. Please be logged
on by 4:45 P.M. to ensure video and audio is working properly
(NATIONAL HARBOR AREA STUDENTS)
Also, you must show the same respect for
this Handgun Permit Virtual training class as if you were attending
a live on-site training class, and you must be present for the
duration of the class, and actively engage to receive credit for
the course. After completion of the course, there is
a 20-minute written (OPEN BOOK) test.
PLEASE READ CAREFULLY: We take serious
COVID-19 SAFETY MEASURES. Upon arrival to the
shooting range, students are required to 1) read and sign
the COVID-19 Safety Briefing: 2) have your
temperature taken and 3) have your blood oxygen level checked.
Additionally, for your protection, Hand Sanitizer, Gloves,
and Face-Shields are available. Most importantly, ALL persons
are required to wear face coverings properly, and must maintain a
6-Foot Social Distance. IMPORTANT - DO NOT REPORT TO THE RANGE

HYBRID DAY and HYBRID EVENING Handgun Permit Virtual
Training. We ALSO offer In-Person
Handgun Qualification License (HQL) classes several times each
month, for you to obtain your
Maryland State Police Handgun Qualification License (HQL), and
we have been taking EXTREME COVID-19 Safety Measures since February
2020 (read more below)
The HQL is required for any State of Maryland resident looking
to purchase, sale, rent or transfer a handgun. Please
State Police website for more details and
exceptions. FOR this HYBIRD class, please allow 5 Hours
COURSE DESCRIPTION: YOUR HANDGUN QUALIFICATION LICENSE
CLASS WILL BE DONE ON WEDNESDAY, FEBRUARY 2,
YOUR RANGE AND FINGERPRINTS PORTION WILL BE CONDUCTED ON SUNDAY,
FEBRUARY 6, 2022 AT THE MSAR.
Range: SUNDAY, FEBRUARY 6, 2022
REPORT TO: MARYLAND SMALL ARMS RANGE @ 3:30 P.M.
RAPID COVID-19 Prescreening & Paperwork: 3:30 P.M. – 4:00
FINGERPRINTS: 4:00 P.M. – 5:00 P.M.
FIREARMS SAFETY & LIABILITY FORMS: 5:00 P.M. – 5:30 P.M.
FIREARMS SAFETY HANDLING & RANGE SAFETY BRIEFING: 5:30
P.M. – 6:15 P.M.

STEP #1 - UPON ARRIVAL AT THE MARYLAND SMALLS ARMS RANGE, YOU
WILL RECEIVE AN INTRODUCTORY FIREARMS OVERVIEW, FOLLOWED-BY A RANGE
SAFETY BRIEFING, AND THEN CONDUCT YOUR MANDATORY LIVE-FIRE

IMPORTANT. The Range is an In-Person
“Live-Fire” component in which you must safely shoot your
weapon; your target may not exceed 15 yards during
qualification. To protect your body from the spread of hot
brass, please wear a long sleeve shirt with zip up or button down
collar, jeans or khaki pants, enclosed shoes / boots .
Students reporting with short-sleeve shirts, cut-off pants;
dress/skirts, or open toe shoes will NOT be permitted.
STEP #2 - YOU WILL HAVE YOUR FINGERPRINTS COMPLETED AT THE RANGE
BY THE TECHNICIAN UPON COMPLETION OF YOUR RANGE
QUALIFICATION. The cost of having your prints
completed is $65.00, payable by cash or credit onsite.
STEP #3 - AFTER THE RANGE AND FINGERPRINTS HAVE BEEN
SUCCESSFULLY COMPLETED, WE WILL PROVIDE A LEAD POISONING
BRIEFING, AND ANSWER ANY QUESTIONS YOU MAY HAVE; THEN ISSUE YOU
YOUR CERTIFICATES OF TRAINING.
STEP #4 - ONCE YOUR BACKGROUND INVESTIGATION IS COMPLETE, IN
APPROXIMATELY 30 DAYS (OR LESS), YOU SHOULD RECEIVE AN EMAIL
STATING YOUR APPROVAL OR DENIAL.
In order to obtain an HQL, you must complete a
minimum of 4 hours of

firearm laws, including discussion of what constitutes a regulated
firearm, how to properly purchase or transfer a firearm, where
allowed to carry or transport a firearm, when necessary to possess
a carry permit, who is prohibited from possessing firearms, and
state law relating to minors, permissible levels of force, and use
of deadly force.
- Home Firearm Safety: Overview of handgun
and firearm safety in the home, including discussion of access to
minors, locking and storing of firearms, and use of safety devices,
such as secure lock boxes.
- Handgun Mechanisms and Operation:
Overview of the proper operation and safe handling of a handgun,
including cleaning and maintenance, the loading and unloading of
ammunition, and the differences between revolvers and
- Operation and Handling Demonstration:
Orientation component that demonstrates the person’s safe operation
and handling of a firearm, to include a “live fire” component in
which the applicant safely shoots the weapon. An applicant may not
be required to fire in excess of 15 yards during
